In a person with normal anatomy the answer is no, but with someone who has six fingers, maybe.

only if you're still a foetus...the belly button through the umblical cord is the means by which a mother feeds the child while he/she is still inside her...once the baby is born, the umblical cord is cut off so you start the use of your mouth....lol

so, once you're out of the womb you cannot feed yourself through the belly button...

P.S. there are some illnesses that might require feeding with a gastrotomy (g-tube) or Jejunostomy (j-tube) tubes...but these are just feeding tubes through the skin directly to the stomach or the intestine...
