I am looking for a program to make easy buttons for web pages?

The snag is it has to be easy, and I want the buttons to work on a CD-ROM and on my computer as well, not just on the web pages!

I'd say just use paint shop pro. It takes only a few minutes to select a color filled shape, add text (assuming you want buttons with text) and add a texture and use the "button" feature to make buttons yourself.

Look for a program called something like 'mouse over button wizard' from PC Answers and use it to add the javascript to your own buttons.
You can make them with Paint.net or Inkscape, both freeware.
