Painful, yes it can be extremely dangerous to your health, get the plug checked out before somebody gets hurt.!!!

Of course it harmful to get shocked. You should get the plug checked to see if it wired up correctly. It may have come loose maybe the appliance that the plug belongs to is faulty. If it happens again with the same socket but different appliance then get the socket checked. Take care. Be careful

If the appliance is of it is unusual to be shocked when removing the plug. If the shock happened when the plug was out and you touched the metal, don't worry.
If the thing shocked you while plugged in have it fixed.
Usually shocks from appliances don't do damage, but if you think it has call your doctor. (there should be no pain, just a zap and/or tingling shortly after)

It typically won't hurt you unless you have a pacemaker or other electrical implant. As long as you're not burnt/blistered you're fine. You can get shocked from household current without being wet. Check to see if the insulation on the cord is frayed. If not, you probably just touched the prongs before they were all the way out of the socket.

OK apart from the obvious that you touched the pins as you pulled it out or you have bare wires if the cable is frayed, then maybe because you had just dried your hair it's possible it was a static shock because both can cause the shock feeling.
if in doubt have it tested

if you pull out a plug fast on a high voltage item like a tv, fire and toutch the live pin you can get a small shock

That one shock wont hurt you, but you need to find out why it happened... ask an Electrician to come and check it out... if your near Gloucester, mail me, I'll check it for you....

are the pins on the plug insulated? (black plastic thing at the top of each pin! if not you need to change the plug asap
