I have yet to figure out Thai Airways lowest fare. I would think that any afternoon flight would be cheaper, less desirable. EVA Air, Singapore Airlines, Philippine Airlines, etc.
Best weather: November to March Dryest weather: November to March/April, Best hotel rates: May to October which is the rainy season or Monsoons. Does it dictate best rates for hotels, yes, goes up a little bit. Plus all the tourist from cold weather european countries visit during this time. This was why so many foreigners were caught in Phuket during the tsunami. I was there in July and it rained a couple hours during the day. Just once. It just depends. Best airfares times I really have not noticed any difference. Just make sure you book 3 or more months in advance with China Airlines. The further you book it ahead the better chance of getting the lower fares.
