If you are travelling before Jan 1, 2007, photo ID and a birth record should be sufficient. After that, a passport is required for air travel to the United States from Canada.

factjunki is correct for now, Starting January, 07, passport will be required, Now is a good time as it can take several weeks and you have to send your certified copy of birth cirtificate to get it.
Currently most are $95 or rapid service with an extra charge.
