yes hauppaugue offers a complete solution that is bundled with software to get the job done. (edit/create dvd) circuit city sells them for like $150.
Beware pinnacle! User forums report constant problems. Shell out the extra for the good stuff and save yourself some headaches. Trust me on this; hours and hours of troubleshooting isn't worth the $50 in "savings"

The biggest part of your project is to convert the analog signal of your movie to a digital signal so your computer can read it. Then you need the software to create the dvd image and burn it.
The hardware and software to do all this is readily available, but it is not inexpensive. Video editing and processing is one of the most complex computer tasks. It's also very processor intensive, so you will need a fast computer and lots of hard drive open space.
Unless you enjoy complex computer projects, you might be further ahead to pay a pro to transfer your analog video to DVD.

What you need first is at the hardware = at least a TV tuner adapter for your PC or a video capture adapter. That TV tuner/video capture adapter has an video input (Svideo, audio, RCA) that so you will be able to record whatever your camcorder deliver as video source.
Next is the software. If you pick a dedicated video capture device check inside the box for what video editor software they provide.

the only way is to use a converter box, the most inexpnsive one i found was at Radioshack cat # 16.3889 it is on clearance for 49.97$ used to be 79.99
