wow funniest question i ever saw...lol but i bet they can

On animal planet a few days ago it talked about this. It said yes they will understand each others barks. However, dogs develop the owners accents in a since. So it would be like two people talking both in the same lang. but with different accents. Weird huh!

Actually my dog can speak both Russian and English so he could understand the Russian dog OK but because he was brought up in Hertfordshire he may have problems understanding the cockney dog !!.

Dogs do not have any language. There is nothing in a bark to understand. Keep taking the pills.

Owners commands might be a different story :)

While you are telling your dog to sit, you might be telling the other dog to bite for all I know
