The big problem with getting so many relationships off the ground is that everyone still thinks that you can talk a relationship into existence.
First of all, you already have a relationship going as he is your friend. This gives you a foot in the door, so to speak.
If you want this relationship to grow into something better, don't tell him this or that. Show him. Ask him out. Do fun things. Go to the movies, go to the zoo if you have one, go hang out in a park on a sunny day, go shopping. Do things together. Spend time together. Get to know him better and give him a chance to get to know you better. If he starts getting affectionate with you, then you have him, hook, line, and sinker. If he hasn't made a move on you after dinner and movie or something like that, then you have a choice. Sit there and do nothing...or make the first move. If you make the move, at least you got a kiss off of him, no matter what.
Now, after the first kiss is out of the way, if he's any kind of man at all, you shouldn't have to do anything to get a second, third, and so on. Otherwise, something is lukewarm about him and at least you had a fun outting with a friend...and now you can turn your attention to someone else who might be more responsive.
