We are looking for a good quality company that doesn't make unreal promises and offers good prices. We have spoken with Roanoke Tech Corp. does anyone know if they are any good?

There are very, very few good quality SEO companies but there are tens of thousands of very bad ones. You may want to start with companies who are members of the Organization of Search Engine Optimization Professionals http://www.seopros.org/

Good SEO is not cheap either so you should consider doing it in-house from a recognized experts tutorial such as Rand Fishkin http://www.seomoz.org/beginners.php or Michael Duz http://www.seo-blog.com/tutorial.php

Memetrader is very correct as it is very tough to find a reputable company and it is not cheap if you want it done right. What we do as an internet marketing company to show people that we are reputable is to include a results page and also client testimonials. Another thing you can do before you hire a company is ask if you could contact a couple of their clients for recommendations. As an example of how much it can cost... Our packages run from $3500 setup and $1100 per month up to $4000 setup and $7000 per month for the top package (not including pay-per-click), but we are very, very good at what we do and are able to supply proof of this.

Another good source for learning on your own (the one I first learned from years ago and still look at occasionally) is seochat.com.

Well, they have a PR of 1, which is horrible for an SEO company. they have pages in the supplemental, which is worse and their pages are poorly optimized and written. I wouldn't hire them.
