In a recipe it mentiones 1/2 cup flower as well as 1 cup of sugar - are there any guidlines as to what weight that should be?

depends on what is in the 1/2 cup. 1/2 cup of oil weighs more than a 1/2 of water.

1/2 cup flour is 60 grams which is 2.107 oz.
1 cup sugar is 225 grams which is 7.903 oz.

You can't say everything 1/2 cup is weighs 4 oz. or everything 1 cup weighs 8 oz. think of 1cup marshmallows and 1 cup milk. They fill up the same amount of space but because of different densities weigh different amounts. Depends on the size of the cup. It doesn't really matter as long as you use the same cup to measure the ingredients for the recipe.
