Air is pumped inside a "bladder" inside blimp. The air is heavier than the helium which makes the whole balloon heavier and it descends.

Air is pumped out the "bladder" to make the balloon rise.

They release some of the helium gas, then they just use the elevator wings and propellers to aim them to the mooring post.
