Give him a bunch of water, wait about 10 minutes, then put him on. When something comes out, cause the biggest most exciting scene you've ever caused and he'll love it that he went on the potty.

If there's nothing in his bladder, he's not going to be able to pee.
Set the little guy up for success. Try to have him go potty AFTER he's had drinks or popsicles. Or when he's doing a little 'potty dance'. First thing in the morning, his bladder will probably be full.
If you have him sitting there all the time, doing nothing, he's going to get bored and start resisting.
I wouldn't want to sit on the pot if I had no 'business' to do there. Why go to the bank if you're not going to make a "deposit:? (Bwa ha! Sorry, couldn't resist that old joke!)
If he DOES have some 'tinkles', you can run the water to help him 'get started'. The sound of running water sometimes helps. Some kids like to tinkle on 'targets' like a Cheerio floating in the water.
Target used to sell these little shapes called "Piddlers". They were made out of corn starch and would supposedly dissolve before they fouled up your plumbing. I think the Cheerio is more ccost effective, and if it doesn't work, at least you have something for breakfast/snacking.

Put some kinda sticker on just a piece of toilet paper in the potty for "target practice". Turning on the water at slow rate helps and so does and cool drink of water or tea a few mins before. Don.t forget praising the child if anything at all happens. Not just a little praise something big. Be patient some children take a while, a long while. Others get it in no time. Both mine I left them alone and they figured it out on their own so that is another thing. Give the child room too, if they want it (privacy).

When I was trying to potty train my son I tried everything. From a sticker chart to putting his hand in warm water. The only thing that really worked was to not force him. The more i forced the more he resisted. So I sat him down and had a talk with him. I apologized for trying to force to use the potty. I told him that I wasn't going to force him anymore, but that now it was his responsibility. If he pottied his pants that he had to clean it up even if it was poo poo. That it was his pee pee and his poo poo, so it was his job to make sure it went into the toilet and not his pants. It took about 5 days of him cleaning himself up and he decided that it was much easier to go on the toilet than clean it out of his pants. I don't know how old your child is but my son was 3 at the time.

Just to get him on the potty is an accomplishment. Getting to that next step can be tough. This doesn't work for everyone but it worked for me.
I first made it fun to flush the toilet (I know sounds dumb). Whenever we were around the restroom I flushed the toilet and made it seem like such a good time. Then when he wanted to flush, I let him and made it seem like he did something great. It was kinda a game. Then I made the rule he couldn't flush the toilet unless he did something. My child was potty trained in three days, start to finish.

Why don't u run the sink r tub faucet. Usually running water helps us all think of going to the bathroom. If this doesn't help maybe its not time or they feel like it is and give them some more water to drink. Still nothing then just wait it out..but when they do make sure u give them hugs for doing a great job!

Same prob here. i have to sit with her in the bathroom for may be half an hour at times. she peed just once and nothing later on. i get bored waiting. i think the perfect thing to do is timing it right. wait for some time after liquid intake and then try to make him use the potty. if not successful once, try after another 1/2 hour.

I have always liked the floating fun objects for the potty that helps them aim into the toilet and it's fun at the same time. If I have a boy I will def use them

He may be fearful he will have a bowel movement, or may just be experiencing "performance anxiety." 20 minutes is a long time to wait, and may only add to the stress for both of you. If he doesn't go in a couple of minutes take him off, and try again in an hour. Best of luck.
