Dr. Divx is a freeware which allows users to convert dvd movies to divx format. As for converting divx to dvd movies, I recommend you use ConvertXtoDVD. Someone else mentioned ConvertXtoDVD and it is a good choice but there is a slight problem. The free version creates a watermark on the dvd movie. To remove it, you have to purchase a license. I recommend it because it is very straightforward to use. There is an alternative freeware. AutoGK can do the same job and it is absolutely free. However, converting with AutoGK is a little bit more complicated. Thankfully, their site has a tutorial to walk you through the process.
