The nails are hammered in at different depths. Use nails with different size heads. Some are painted to make a flower on 1 head, others use several heads to make 1 flower.

I did similar work in the ninetees but with screws. I liked the look of it and sold some of them. What I did was I used plywood 3/4 thick and screwed the screws in in different shapes and then painted shapes around them and also painted the heads different colors and left some heads exposed . the screws come in different colors too. I used acrylic paint and gel midium for sheen.

paint the picture on a firm but flexible paper first with something like oil paint, hammer the nails into the board without paint, then press the paper paint-side down onto the nails. If the paper's flexible enough, you should be able to "print" it onto the nails. It may not get some of the lower ones, but you can always re-paint those based on the marks on the picture. Also, it will come out reversed, so paint words as a mirror image.

try some colorful cardboard to make the petal use tackey glue, super glue or fabric paint to hold the petal on the nail
