The Signature Room in the John Hancock building is very romantic...it's on the 90th floor or so and surrounded by glass windows...on a good night you can see all of Chicago and it's skyline. The food is just OK and pricey, but you are really just paying for the ambiance.

If you like steak...Gibsons Steakhouse is very recommended. Pricey still, but I think it is worth it. The lighting in the dining area gives it a classy, yet romantic feel!

The Signature Room at the John Hancock Building or the place they got at the W Hotel on Lake Shore Drive it used to be called the Pinnacle because it rotated but both places actually overlook the lake and it's a nice view on a clear night.

Any of the downtown hotels would be nice. Take a carriage ride on Michigan if the weather is good. I personally would recommend the Swisshotel as they have great food and you can see fireworks the best from that hotel.
