The mom has to stimulate the area for them to go potty. The organs are still developing and mom has to make sure they go or they will die. Animals and people are at different stages when born. We have our eyes open and ready to work on motor skills and animals don't. They continue to grow and develop functions for the first two weeks. Where as its best for human babies to continue to grow in the uterus dogs give birth once the lungs are devloped and the puppies can survive. This is easier for moms to hunt for food to nurish herself to feed the babies. Its really natures preservation.

It's to encourage them to go to the loo. At that age all they do is eat and pee.....it helps keep them clean too.
