I know Verizon accepts old cell phones for donation for this purpose. They're really the only ones I know who do it.

You could try contacting your local women's crisis center -- a lot of the phones are refurbed to give to the women they serve. They may know who can accept them.

Here is a link for Jane Doe, Inc. They run phone drives in communities as well as accept private donations. Hopes this helps and thank you.

Call the shelter or organization --they usually have the number of the cell phone company that will refurbish them for free/and or a call list of people who regularly come and pick up the phones for them on a regular basis and bring them to the cell company.

EX: Emergency Shelters will have #'s of people in area who do this. One call will link you up quick

#2) Call your local police dept---they do this quite regulary and will put you in touch with shelters who need these phones--most likely domestic abuse shelters who need them for emergency phones for abused women who need them in crisis situations against their perps.

I personal and perform a small animal sanctuary (self funded). We rescue canines, potbellied pigs and that i also rehab some organic world (frequently hawks). that's hard work, yet very priceless, once you're an animal lover. it is also VERY intense priced. Spaying, neutering, feed, bedding, immunizations, etc. i'm a conservative.
