I don't honestly know. I have a handicapped son and have can't get a placard without pulling teeth, so I have never gotten one. He is mobile, and can be handled fairly easily so I have chosen not to have one. However, whenever I see a vehicle parked in a designated spot without a handicapped plate or placard, I try to keep the following printed off in my purse and place it on the windshield. Don't know if it does any good, but it makes me feel better.
Handicapped Parking You are parked in a space clearly designated for disabled persons. Please circle the statement which best describes your handicap:
- I don't read good.
- I suffer from terminal laziness.
- I have Attention Deficit Disorder. Huh?
- My inner child was bugging me for ice cream.
- My shoes are too expensive to walk in.
- Wheelchair symbol? I thought it was a rocking chair!
- My religion forbids acts of common courtesy.
- I ignore OTHER laws, why not this one?
- I AM disabled... by a painfully swollen ego.
I guess any of the above could be the reason?

A little bit of reason here - how often do you really see people doing this? I watch for it, because I have a great line I'd like to use on an able bodied person parking in the handicapped space. However, everyone I ever see parking there has a license plate or a window hanger that says they're allowed. If you see someone get out of the car and walk, that doesn't mean they don't have problems that qualify them for the space. (I'm thinking breathing problems, etc.) I've even seen people WITH handicapped plates park way out in the boonies and walk. I commented on it once, and she said it was her husband's car, and he was the one with the handicap.
The line I've been saving for someone parking in a handicapped spot without authorization? "I suppose your handicap is mental."

Sometimes because they're lazy and feel that their entitled to.
We can't always assume, though, that just because someone is walking and not in a wheelchair or using a walker that they aren't considered "handicapped". Sometimes permits are issued to people with knee, back, or hip problems (not requiring using assistive devices) or they can be given to people with breathing difficulties (hard to breath if they walk long distances). Some folks may have an artificial leg under their pants. Some have muscle disorders, etc.
Although some lazy sots do exploit the Handicap spaces, we can't assume that others don't have a reason to really be there based on the way they look.

A lot of people do that, but, I want to ask you this. How do you know they are not handicapped? I do not look handicapped but I am. All of my problems are on the inside. I have a permit to park but do not use it unless I absolutely have to. If the person has either a permit hanging in the window or a handicapped license plate, they do have a disability even if it doesn't show. Otherwise--they are just too lazy to walk.

Simple answer: selfishness and inconsideration
There is no excuse for non-handicapped people to park in handicapped spaces. It is thoughtless, rude, ignorant, insensitive, inconsiderate, and downright illegal. It is absolutely deserving of any fine and punishment that one gets.
Fines for illegal parking in HC spaces are, by the way, much higher than other parking fines. They should be.
Able-bodied people only use them to save THEMSELVES time and walking distance. Totally INCONSIDERATE of the crippled or palsied person who they are now forcing to walk from a much greater distance. I find it sickening. It's a slap in the face of the handicapped person.

This seems to be linked to a newly discovered gene nicknamed, "IWIC" (I Will if I Can), and is also displayed in the following:
*Welfare recipents that pull up in Escalades toting Gucci bags
*People on disability working under the table
*Millionares that cheat on their taxes
Ok, there's no gene, but my theory is that they do it because they can, because there is no enforcement, and therefore no real consequence. IF they have a handicap placard because they drive someone that is handicapped--relative, friend, etc.--perhaps this is part of what they feel is owed to them by the universe for being such a kind person.

able bodied people do this because they are too lazy to park in a regular space. The closer they are to the building, the less they have to walk to and from their car to where they are headed.
People just don't want to get their exercise these days. My mom does it too.

How do you *know* they're not handicapped? Some could be heart, respiratory, or recovering from an accident. After a broken hip I was told not to walk too much. I got a temp permit, but people still hissed at me. Don't be terribly harsh, please.
