Most emergency room and non-profit hospitals are required by law to treat you regardless of income, race, sex, or creed. It shouldn't matter if you are insured or not, they have a legal obligation to provide medically necessary treatment. The question that arises is whether or not "removal of your kidney stones is medically necessary". That is the gray area. There are other options too...such as lithotripsy, which doesn't involve surgery. Many stones pass on their own as well, and that may be what your doctors are hoping/expecting. In the mean time, you have the legal right to go to an ER and be treated for pain and complications of active stones. If you absolutely have been diagnosed with stones that need surgical intervention and no one will agree to provide that service due to lack of funds, continue investigation social programs, medicaid, etc.

Have you told the doctor you do not have the means to pay for the care you need? Maybe he can get you admitted to your county's hospital.
You said you tried Social Services, reported no outcome of that other than a glib comment about 'no green card needed'.
It's these people's job to get you medical care...if you don't feel you are getting results with them ask to meet with a supervisor and tell them you don't understand or have not been told what your options are. Be polite but firm. You need answers.
I sympathize with your position, but don't forget that getting yourself health care is your responsibility. You are not a child and the doctors and Social Services people are not your nannys.

Most big hospitals have social workers that can help you apply for Medicaid. My mom broke her knee cap a few years ago and had no insurance. She went to a big hospital and the social worker helped her fill out all the forms. Medicaid covered everything except for the ambulance to bring her home.

I couldn't just sit around and do nothing like my doctors suggested.
They didn't want me to do anything or to take herbs or herbal remedies, but I had to try something - they just wanted me to do dialysis!
This program allowed me to take control of my health. I went from Stage 4 to Stage 3 kidney disease.
It was easy to do and my BUN, creatinine and anemia are all in better ranges.
