I tend to think they don't. I knew a guy that lived in my town, he had a construction company. He was always weeks late on paying his employees and he wouldn't pay on jobs or equipment. I know of several people that he owes thousands to. His wife is Canadian and a couple years ago he moved his family to Canada. I have heard that no one can ever go after him for payment while he is up there. I think he is living free and clear. I'm pretty sure it's illegal and would get in some big trouble if he came back, but I think he is sitting pretty while in Canada.
