No. Cellphones incline kids of that age to alienate themselves from their families. It gives them an "excuse" to escape home chores and forego home work. I've seen teenagers (on the phone) who rudely respond to their parents because their parents just want they have been on the phone for hours. It's funny because it's their parent who are paying the cellphone bills.
Giving a cellphone to a child is an added expense to the parents and the parents have every right to be strict on the use of the cellphone.
If a teenager needs to have a cellphone, the teenager must know when to use it. Just because it is at their use does not mean that they can abuse it. They should know when to use it prudently. One way is to just give them a prepaid line and let their allowance pay for the load. If that is too heavy on the child, the parents might consider adding an additional family line, but any overage may be taken from the child's allowance.
Parents should remember that any electronic device with flashy screens and buttons could be regarded as a toy. Text messaging could be abused and is usually the main cause of high cellphone bills. Consider the prepaid plan over getting an additional family line.
Teenagers also want to get the newest phones so there is always this inclination to use the newest phone out there. Before giving them a cellphone, tell them up front that if they need an upgrade, they would need to save for the upgrade. They need to take care of the cellphone unit otherwise, they will lose it.

I , personally, would not give a 15 year old a cell phone. But, if you feel it's nessicary because your child(or you) would like to keep tabs, there are ways to prevent misuse of your plan. (Ie, him calling his friends and talking for 3 hours at peak times. lol) Ask your local cell phone providers if you can set up your sons phone so that he can only call you or someone else in the family in case of an emergency. I'm sure they can help you out. :) We can block people from calling us, I'm sure we can block unimportant numbers so that they can't be dialed. (Also, if you manage to get this service perk and set it up on your sons phone, put the manual in a safe place. lol At 15, they can work around alot of things) Hope this helps.

Get him a prepaid phone to start out with like a Tracfone. He'll be able to use it for emergencies and, if he uses up his minutes talking to his friends, he'll learn to budget his time.
Plan on spending $20 for the phone and $50 for his minutes the first month. After that you can plan on spending $20 to $50 for minutes and give him a bonus card if his grades are up (60 minutes for every A, 20 minutes for every B).

Only if prepaid. No contracts! Make him pay from allowance or however he gets discretionary money. Also let and help him shop for the best deal. Trac phone doesn;t require a contract or credit check, but isn't the best deal.

It's important for a young teenager just starting to become independent to have a way of getting in touch with his parents whenever he needs to. Of course, he may use it just to talk to friends but you can always sit down with him and establish boundaries. It can give both the boy and the parents piece of mind knowing that they always have ways of contacting each other.

I guess it would depend what he is using it for. If he is using it to make calls or text or play games etc. then it is ok. He should not use it as a hockey puck or eat it for dinner or stick it in his nose.

a mobile is a teen's source of entertainment and comunication. i got my mobile at 12. you should get a connection. it is advisable, besides its essential in an emergency
