Now I know why this affect happens on film. The movement of the spokes don't match the 24 frames-per-second of the film; I understand this.

MY QUESTION IS: Does this affect also occure on VIDEO TAPE?

to be totally honest, i dont know why. but im pretty sure it has nothing to do with the frame speed, because you can watch a fast spinning object with your naked eye (i.e. electric fan) and it will appear to go backwards if you look at it right. the reason that monitors and tvs look weird , however, is because of frame differences. hope this helps!

actually, i think that you would get nothing if you set your shutter speed low enough. but everything else would be motion-blurred as well.

spokes on wheels appear to go backward is because of the speed of the film. A film is a series of still photographs show at a certain rate of speed. If it is different from the rotation of the wheels they appear to go backward or on occasion not move at all.
