Yes. God is there in each and every person. He is the guiding force of our life. I believe that in the form of our conscience God is there in each and every one of us. Telling us all along what is right and what is wrong. Without a conscience i cant imagine a human being.

I assume you mean the God of the Bible, so I will just quote:
Acts 17:26-29 "From one man he [God] made every nation of the human race to inhabit the entire earth, determining their set times and the fixed limits of the places where they would live, so that they would search for God and perhaps grope around for him and find him, though he is not far from each one of us. For in him we live and move about and exist, as even some of your own poets have said, 'For we too are his offspring.' So since we are God's offspring, we should not think the deity is like gold or silver or stone, an image made by human skill and imagination."
If it were not for God, the Bible says we would not be able to live, move or exist - and we do those things in God so if He were to cease to exist, we would as well. So in some way, yes, God is in each and every person, but it seems as though there are different levels - for in Revelation 3:20 it speaks of the "door" of our hearts, "Listen! I [God] am standing at the door and knocking! If anyone hears my voice and opens the door I will come into his home and share a meal with him, and he with me."
So for some, those who believe, there is a special presence of God - but even non-believers cannot exist apart from God.

God "dwells" only in the hearts of those who have invited Him in. It is God's purpose that none should perish, but it is the choice of the individual as to whether or not to accept and follow Him. The important part of the this is the "follow Him" part. Many people, something like 60% of people in the US claim they are Christians, but very very few make any effort to do what He taught. It's pretty easy for a person to check their self on this. Look at your checkbook, your time and your thoughts. Is there any evidence there that you are a follower of Jesus?

No, absolutely not. The Holy Spirit (which is God) will inhabit a person if they believe on the Lord Jesus Christ - the only way to be saved and to have the Holy Spirit - then God indwells us.

No, He only comes to a person when they are "born from above, or born again."
As it is written: "Jesus answered, "Truly, truly I tell you, unless a person is born of water and Spirit he cannot enter the kingdom of God. What is born of the flesh is flesh, and what is born of the Spirit is spirit." (John 3:5-6)
And
"You, however, are not of the flesh but under the control of the Spirit, since God's Spirit lives in you. And if anyone does not have the Spirit of Christ, he does not belong to him." (Romans 8:9)

There are many millions of poor hearts where God has been completely shut out by the willful choice of people...so no...God in NOT in every person.

God created everything,that doesnt mean od is in everythign adn all is God. People who believe Jesus paid the penalty for their sins on the cross and have confessed Him to be Lord have th Holy Spirit in them ( God in them)

I think so. If God is everywhere it's hard to imagine that there are billions of little holes where God does not exist. I believe God flows through all things.

Depends if that person has accepted Christ in their hearts or not. then in baptism is when the Holy Spirit comes in and really makes a change in your life. (Acts 1&2)
