do people who have a history of lying ever recover?

Depends on why they are lying and who they are lying to at the time. Not everyone who is a liar is a pathological liar. Some people are just liars. If the person was normal and just lies , the person would have to want to change. If they get more out of lying than not then they probably won't want to change. You can choose to change and not be around a person who lies and chooses not to stop.

yeah.. me personally i used to lie all the time.. don't know why.. but i grew out of it and learnt that honesty was the best policy.. but say if someone has been lieing since they were born and now there over 30 or something.. they need jesus its something only he can fix.. :)

They can if they realize the problem and work at it. It is really like any other addiction or re-active behavior.

No. Once it's part of your "values" to consider it acceptable to lie (to whatever level) it is very unlikely that those values will change.
