Yes, it is safe, if you know what you are doing, but it is only necessary if the person is about to get hurt or injured.

Medically, sleep walking is called Somnambulism.

The biggest problem is that sleep walkers are often very difficult to wake and will always wake with much confusion. Reports of "heart attack" and the like seem to be Urban myths.

A common myth surrounding this disorder is that one should never wake sleepwalkers while they are engaged in the activity. In truth, there is no implicit danger in waking sleepwalkers, though the subjects may be disoriented or embarrassed when awakened. The danger lies not in the fact that something might happen to the sleepwalker, but to the individual doing the waking, as occasionally the sleepwalkers get aggressive when interrupted. Although the majority of the time, nothing happens, it is not unheard of for assaults or even homicide to occur (though the latter is extremely rare). However sleepwalkers are much more likely to endanger themselves than anyone else. When sleepwalkers are a danger to themselves or others, (for example, when climbing up or down steps or trying to use a potentially dangerous tool such as a stove or a knife), steering them away from the danger or even waking them is advisable. It has even been reported that people have fallen out of windows while sleepwalking and died as a result.

Because when they fell asleep they were in bed. When you wake up the first thing you do is re-orientate yourself with your surroundings. You look for familiar things like windows, doors and even the clock on your night stand. This tells you which way is up and where you are. When you wake asleep walker they're not in familiar surroundings and when they wake up they may panic and even fall down. This could result in them hurting them selves or others. They may even take a swing at anybody near them as a defencive reaction.
Try leading them back to their bed if it's close or lying them down before you wake them.

If this is a botany question, the answer is that the sleep walker is in a vegetative state.
You don't have to wake a sleep walker, just talk to them quietly and lead them back to bed.
