2 long walks every day? He sounds bored to me. There is a method that is not really nice .Keep all dug holes filled, when he digs a new hole, drive a stake in the middle of the hole .Put him on a short lead, tied to the stake make him sit in the hole for 15 mins. The thinking is that the dog will begin to associate digging with confinement and stop.

This is a hard one, but here are some ideas. When you find a new hole, put a stake in it, bring your dog to it, say "no" and tie him to it on a short leash for 15 minutes. Or, buy a 1-pound or 5-pound container of black pepper. When the dog is not looking, dig his hole a little deeper and put a large amount of pepper in it, then cover with dirt. Let the dog out. He can't resist digging in the fresh dirt. He digs up the pepper and starts sneezing. If this happens a few times he won't want to dig anymore. You can even dig your own hole and do this, as dogs like to dig where somebody else has been digging.

Sprinkle pepper where he digs. He'll hate the smell and won't want to be around it. It's safe, it'll just make him sneeze. Safe for grass and plants too.

According to Cesar Millan (that guy is awesome) dogs dig because they are bored. You need to take him for walks.
