Well, some of them do get stood up by passerbys, but some also end that way. Have you ever seen a hubcap fall off? It's really funny, just like the movies, they ROLL - if they slow down near a fence or something, they just lean up against it!

I love that, never thought of it until now, maybe we do have some people with a conscience in this country after all and they are the ones who stand those lost wheel hubs up against walls and trees in case the person who has lost them comes back looking for it, like how the heck do you know were you lost it.

Some people go around and steal all the hubcaps they see by the road.
Maybe the fairies set up the hubcaps for the thieves.
(Other people steal hubcaps from cars.)

It is probably done by people who are looking for their own lost hubcaps. They Do Unto Others in hopes that someone else will do the same for them.

sorry its me I have compulsive obsessional disorder and i travel england propping hub caps up against fences and walls, sorry just can`t leave them laying there know what i mean!!

It is any one who finds a hub cap, they lay it there so if you loose it you can go back and find it easily.
