Basically the Boulevard rule is a set of rules that gives all vehicles on a main road the right of way over other vehicles entering the roadway. It's very hard to beat as a defense. If you pull out of a side road and the car on the main road is changing into the lane you were trying to enter, or is speeding, you'll lose based on the BLVD. rule. It gives those vehicles the absolute right of way. A common misconception, however, is that it applies in cases where you are both on the same road, traveling opposite directions and one vehicle turns left in front of the other coming in the opposite direction going straight. In that case, usually the left turning vehicle is still at fault, but you can argue contributory negligence on the car going straight, as the boulevard rule does not apply in that instance.
