I love Van Gogh's work. Textures are great, very emotional. Check out Don McLean's song, Vincent (Starry Night), if that doesn't move you, then you don't have a soul. My favorite artist is Leonardo Da Vinci, just because he accomplished so much in his life. I'm also found of Bosch. I think I as far as subject matter, I'm most like Bosch. I've got a thing for goofy looking monsters.

You ask for best painter, not favorite painter. I bought my first Art History book at age 15, and I have many more by now. In college, I took histories of Art in Europe and in America. Several people mention Salvador Dali here, I see. I have an interesting book by him titled "50 SECRETS OF MAGIC CRAFTSMANSHIP". It is very informative about painting techniques. It also has his ratings of some painters of the past and of his time. He gives himself a modest score in overall ability compared to the Renaissance masters: Raphael Urbino, Leonardo Da Vinci and Michelangelo Buonarotti. He says Picasso is destructive to Art. The supreme master of painting according to Dali and my Art History books is from the Baroque period. Dali says one drop of this man's divine blue paint is worth more than all of the paintings that have come since his time. He says Cezanne could've painted as well with his feet, and he points out that the philosophy of the Impressionists was childish. Vincent Van Gogh, Paul Gauguin and Paul Cezanne are considered to be the leading Post-Impressionists generally. Their skill is far inferior to that of the Baroque masters. Diego Velasquez had the best hands of any painter on record, so he makes the Impressionists and Post-Impressionists seem like babies in skill. I won't say much about the chaos of the 20th Century. There is one man who exceeded even the immortal Diego Velasquez. Who was he?

I don't think I would dare say who is the best painter, it's such a personal thing. However, I must say that I like Rothko, Edward Hopper and Hodgkin amongst a load of others.
But then again I love the Pre-Raphaelite group and anything art nouveau.
I even like Beryl Cook and Vetriano but they are dismissed as populist by the "experts"

Claude Monet. I adore his work. It's so deep and serene. They are the kind of paintings I can just get lost in and I love that. My favorite is Garden of Irises. I am also a fan of Van Gogh, there is something inspiring about his paintings. Esspesially Starry Nights

Andrew Wyeth or Norman Rockwell. Their realistic styles are insane! The attention to detail in their works is amazing. Photorealistic! However, I do like other painters from different genres as well....Van Gogh is very interesting! His colors are mesmerizing!

Try Titian for all around "old school" style and panache.
He was acclaimed as the great colorist.
Also lived to a ripe old age and as such had a chance to paint a lost of great art.

My current favorite of the day is Hieronymous Bosch. Dali gets credit for a lot of what Bosch was doing, and Bosch really got his work accepted, even for church commissions. See "The Garden of Earthly Delights".
