That sounds like a possible circulation problem. Watch out for stuff on your arms like overly tight watchbands that might be cutting off circulation to your hands.

It also happens to me. The best thing is when washing your hands you wash them with warm water and don't use any cold water and when you go out wear gloves so they'll keep your hands warm.
