Why is it that sometimes when you buy a pack of cigarettes from a machine in a London pub there are less than 20 cigarettes in the pack?

It's a rip off.

It used to be to keep the price to an even £ as that was all the machines would take.

With modern machines that's not applicable any more but they still do it.

Thankfully I don't smoke.

It's not just London I think it's all over England. I know round these parts there's normally 16.

It's just to rip you off and take advantage of you when your drunk.

I guess they would make more money per pack. Other than that I do not know.
