It helps distinguish the letters the cops tell to the dispatcher. As you know there are some letters that sound the same, so it is easier to say it that way.

I think it must be different than regular alphabet, because if you get stopped they sometimes ask you to say it. If you say it right you still get arrested, so the one they want to hear must be different.
