Retarded no...homeless, I guess that would depend. People find themselves homeless for weird reasons and quite suddenly sometimes so they stay witha family member or friend I could handlle that. Someone I meet who is living at a campsite...yes, I actually dated a girl for a while I met while she was camping and had no home. Someone who chooses to live in the streets no way.

I couldn't. Dating someone retarded or metally challanged can be a very emotional situation, the other person can respond to the feeling of love but dating won't be the same thing because you will have to take care of him/her at all times, like a parent almost.
I couldn't date a homeless person because if I choose to that means he will be in his mid 20s and there is no excuse for him not have a job. One must not support people who refuse to work or better themselves. This country offers numerous kinds of aid and support for its citizens but they have to meet these aids half way.

It's illegal to have sex with someone with diminished mental capacity. They don't have the legal ability to consent. I guess the question is along the same lines as: "Would you date a child?"

you could but it may not be a good idea unless u have really low expectations, lots of patience and u arbsolutely sure that u are in love. but most times real life isnt like "i am sam".
