A black dog stands in the middle of an intersecton in a town painted black. None of the street lights are working due to a power failure caused by a storm. A car with two broken headlights drives towards the dog but turns in time to avoid hitting him. How could the driver have seen the dog in time?

I don't know the answer but now that I've read the question I want to know, lol. My guess would be that the driver wasn't the only car on the road so with the other cars on the road there headlights weren't broken so the light of the other cars let the driver see the dog so he turned in time just to miss him.

If this be night; light in the dog's eyes. In the dark dogs see better that people, even in the pitch black of night, if you look, you will see the light in their eyes.
However it could have been daytime, when the light of the town are not needed, then the dog is visible to anyone. Most assuredly, the dog would have moved before the car was close enough to cause damage, whether it be day or night, unless the dog was deaf, and blind.

if the driver was driving in his lane as he should have been the dog would have been safe in the middle of trhe intersection, between the lanes of traffic. if nhot, then when the lightining flashed from the bad storm the driver would see him, but the best answer is it is daytime and no need for lights.
