Try looking at:
Start Menu > programs > accessories > system tools. There's Disk Defragmenter, Disk cleanup etc. That might be what you want.
Wait -if you need something for wiping the drive, I can't really help there.

Your computer should have a hard drive cleaner. 2 options. 1- click your start hit all programs, go to accessories click system tools, 1st click disk clean up ,after you finish the clean up program. i would advise to go Thur the same process and instead of disk clean up hit disk defragmenter.Do analyze it will tell you if you need to defragment.

Well You might want to try cache cleaner 3 and go into the prefernce and set it for dod (dept of defense) qualiity cleaning. or you might find other cleaners to your liking. on major geeks just sort by lic. that way the freeware, shareware, and preminium get sorted.

CCleaner (www.ccleaner.com) seems to do the trick just fine. Plus it has a registry cleaner inbuilt. And its free.

With the fdisk command (DOS) you could delete your hard drive partitition. You will also be given the opportunity to format your hard drive and repartition your hard drive. After all of that you could then reinstall the operating system and applications.
