Try a discount bridal shop like David's Bridal (there is one in Houston). Bring this picture with you and a salesperson will help you pick out dresses in your budget that are the style you are looking for. They have awesome sales and you can try the dress on in your size. I got my dress for $400 (marked down from $1200). You can also try sample sales and bridal shows. Just check your local paper for advertisements or register on a site like http://www.theknot.com or http://www.weddingchannel.com and they will e-mail you when a sample sale comes to your area.
Make sure you factor in aprox $100 for fittings and more for accessories (veil, gloves etc) and undergarments. You'll be surprised how quickly it adds up! Congratulations and best of luck to you!

You should call around to your local Bridal shops. Most summer dresses are discounted during the fall season, you could get a really nice dress at low cost. Ask about their sale racks and what they have if you are looking for that specific short sleeved gown ask them see if they have something, then take your trip out to the stores make it a day trip going to each store or ask if they have a website so you can view the dress they are referring to you. Have you gotten a price on having it made? Maybe someone you know can sew?
What about Trunk sales or Bridal shows?
Sometimes you can buy a dress "off the rack" although sizing might be an issue.
Buying it onliine is not a bad idea - but wedding dresses are not sized normally... I wear a size 9 in regular clothing but my wedding dress was a size 14!! Make sure to get exact measurements and ordering online shouldn't be a problem.

Call the bridal shops around your are and ask when they are going to have the "sample sale" Be prepared since it will be packed but they have outrageous sales (25 to 90% off) Usually at the end of the wedding season is when they have them.
Check ebay, david's bridal website or consider renting a gown.

I too went to David's.... I even promised myself I won't buy a dress there being a seamstress and knowing quality but you can't beat the prices! I got my dress 50% so I only paid $600 for the dress I wanted. David's has a ton of sale and lots of $99.00 dress that are really cute.
I would check there... doesn't hurt to look.
I won't buy any dress off the Internet. I am having a bad enough time just getting a tiara off the internet- they look like crap when you get them.

try and go to David's Bridal. My friend went there and got her dress on the deeply discounted dress aisle and got a dress that was one to two dress size too big and then had it altered. :) you can go that way, but don't let David's do you alterations, they cost too much.. I took my dress to a friend to do. ;) but that is one way and doing or go garage sales, people sometimes has dresses for sale. i heard that my friends friend went to some garage sales and they found this really nice dress for $40 bucks and then got it home and it was a Vera Wang dress and it was worth way over $1000 bucks. :)

I realize you stated that you didn't want to order on-line. Consider getting a bridesmaid's gown in white, ivory, or cream to use as your wedding gown. It will lower your cost dramatically.
