It does not say that in the Bible.
The scenario in Matthew 16 (which is often used) I have inserted the Strongs definition of the words in vs. 16.
Jesus was addressing Peter- whose name meant rock- and saying that Peter's statement was accurate and this truth -foundation - is what Jesus was going to build His church on.
Jesus (God) would never put it on one man... As a matter of fact we are told not to follow man or his teachings.
15. He saith unto them, But whom say ye that I am?
16. And Simon Peter answered and said, Thou art the Christ, the Son of the living God.
17. And Jesus answered and said unto him, Blessed art thou, Simon Barjona: for flesh and blood hath not revealed it unto thee, but my Father which is in heaven.
18. And I say also unto thee, That thou art Peter (ROCK), and upon this rock(BEDROCK, FOUNDATION) I will build my church; and the gates of hell shall not prevail against it.
19. And I will give unto thee the keys of the kingdom of heaven: and whatsoever thou shalt bind on earth shall be bound in heaven: and whatsoever thou shalt loose on earth shall be loosed in heaven.

When Peter correctly identified Jesus at Matthew 16:16, Jesus told him that the keys of God's heavenly kingdom were to be given to him in Matthew 16:19.

Not the keys to salvation, but to the Kingdom of Heaven:
Mat 16:15-19
This is where Jesus is appointing Peter as his successor. This echos of Isaiah 22:22 where Eliakim is made priminister, given the authority of the House of David by being given the Key.

Here are the verses in question.
Matthew 16:
13:When Jesus came to the region of Caeserea Phillipi,He asked His disciples,"Who do people say the Son of man is?"
14:They replied,"Some say John the Baptist;others say Elijah;and still others Jeremiah or one of the prophets."
15:"But what about you" He asked "Who do you say that I am?"
16:Simon Peter answered,"You are the Christ, the Son of the living God."
17:Jesus replied,"Blessed are you Simon of Jonah, for this was not revealed to you by man,but by my Father in heaven."
18:"And I tell you that you are Peter, and on this rock I will build my church, and the gates of Hades will not overcome it."
19:"I will give you the keys of the kingdom of heaven;whatever you bind on earth will be bound in heaven, and whatever you loose on earth will be loosed in heaven."
New International Version
Peter was not given the keys to salvation but the keys to the kingdom of heaven and to loose and bind.
He was given great recognition and authority because he recognized Jesus as the Son of God when no one else did.

Matthew 16:16 - 20 and it wasn't the keys to Salvation ! With respect to The RCC. They were the keys of, ( Not To. ) ,The Kingdom of Heaven. Read on and you'll see what these keys were, they were the Spoken WORD of God !

if you think that Jesus gave big Key to Saint Peter, and that this saint is in the gates of heaven with a great book with names on it, it's a bad picture. But in the Bible (Matthew16:19), you can see that Jesus gave the mission to Peter, now the Priests, to forgive sins and help us be reconciled with God.
God Bless you!

Matthew 16:18-19
"And I will give you the keys of the kingdom of heaven..."
These keys represent authority, and here Christ gives Peter (and by extension all other believers) authority to declare what was bound or loosed in heaven.

Peter was given the power to bind and loose on Earth and the responsibilty to lead the Church--it is in the NT somewhere--I'll try to find it.
Hope found it first! Matt 16:19 it is!
