You can make a fair argument for giving all countries weapons of mass destruction. The only thing that has prevented the use of these weapons so far is the fear of retaliation. The MAD or mutually assured destruction concept. The proliferation of WMD is almost a sure thing over the next few years. Therefore, the problem becomes dealing with the possible use of such a weapon. The larger powers such as Russia, China, and the US have the ability to deliver a weapon anywhere in the world. I would like to see a big power agreement to punish the use of any WMD by any power. I think the fear of an overwhelming response is the only thing that is likely to prevent the use of these weapons. In the final analysis it is not the possession of the weapon that is the problem it is the use.

Only first world countries! Seriously, first world countries are usually logical when using WMD's, we have large populations, that pay taxes, send children to school, and have jobs that supply their families. The last thing we want is to die from nuclear winter. 2nd and 3rd world countries - pardon the phrase - don't give a damn! They think the bomb is the final way to destroy their enemies and that is true at the cost of all. However they don't see that cause they are less educated and don't know the entire scope. They are in a very small world, 1st world countries are in a very large world and are conscious of it.

Ideally, none.
Realistically about 50 countries currenly maintain arsenal's of WMD. Banning them under a global treaty would not work, as the fact of the matter is that no one trusts one another.
