It depends:
1- If your mail clien was working and recently has stopped to receive, then probably the POP3 server is not working fine.
2- If you have this problem from the beginning check you POP3 settings, which you can find from the provider of you mail service.
3- If you search the complete sentence of the error message in Google, there is the possibility to find out what is wrong.

If you want to be certain there is a problem, make a test email, and send it to your own address. Then hit the send receive button a few times, allow a maximum of ten seconds for it to come back.
If it doesn't come back, you should check the account settings against those specified by your service provider.
