Yes, forbid him to use the computer at all until he learns his lesson.
This is not a question of computing, it's a question of keeping your little brat of a cousin under control in general.

put the gunbound site in Internet Explorer's list of banned sites
click Tools -> Internet Options -> Security
click Restricted Sites
click the Sites button
type in the name of the site.
this should prevent downloading form the site.
or, you could just tell him that if he installes gunbound again, you'll take his computer and tv privileges for a week!

Use Windows to password protect the computer. If you try to block off the site, he'll just find a way of unblocking it.
Other than that, I agree with Rawlyn that this really is a case of disciplining a wayward child.
If you can't get your cousin to listen to you now, just think about what's going to happen when he gets older. Kids need to be taught to respect their elders.

if you have windows why dont you try shutting down the computer and putting a password on your computer account so he cant log on and use the computer to play. If he asks why its there tell him he can either use the computer and not play the game or not at all.

Click on tools, and go to internet options select security, " Restricted Sites" and then click on site, enter the site address.
after that he'll not be able to go to the site that he download the game from.
but dont forget he can find anytthere site. so just put a password on ur computer. that will be the only solution.

If it is your computer, create an account with limited privileges so that he cannot install programs on the computer.
He need you to install it for him as the administrator.
