He is however the dominant one between you and him.
Humping a human is a show of dog dominance over the humpiee in this case he is showing you that he is dominant over you.

Your neighbors dog is not gay. When a dog mounts you,(humps on you) he's displaying dominance. Even female dogs will do this if they think that they are in charge. You should stop him from doing this by pushing him away and saying No in a very stern voice. You don't have to yell.
Actually, the dogs owner should have broke the dogs bad habit a long time ago.

He is being dominant over you. First of all don't let him get to your arm. If your sitting down on a couch, make sure the dog is on the floor. Put your leg on top of his back. This is showing dominance over him. Keep him on the ground. The higher you are the better.

Apparently it is a small dog if it is humping your arm. Roll it over on its back. Don't let him dominate you.

The dog should be nutered. That will stop the humping. Otherwise, dont let him get on you, unless you like that kinda thing.
