While I personally don't mind people giving charity, I certainly dislike when people try to shame someone for not wanting to give charity.
When charity is given, they should always consider who they are giving it to and why they are giving it. Unfortunately, I feel that a lot of the time people are giving charity to free themself of any shame they have received in the past. I mean they donate to charity so they must be good people, right? Well not necessarily.
Often people have ulterior motives when it comes to donating... that's why they like to publicize their donations so much. If they truly cared about the "cause" then they wouldn't necessarily want their donation to be publicized.
As for small charities to family and friends... the book "The Selfish Gene" by Richard Dawkins has a pretty good take on things. In general the closer something is to you genetically, the more likely you are to sacrifice for them. Of course this means that if someone were 100% identical to you that you would do just about anything to help them out, and isn't that what you do with your own self? You put in tons of effort your entire life to ensure your own life and reproductive ability.
As for forced charity (ie social security and welfare), I think that is garbage and nothing short of theft. All too often people forget the incentives that donation/charity carry with it, and in this case it gives people incentive to be irresponsible. Responsibility is no longer considered very important and thus justice (ie paying for your laziness or stupid decisions) seems to be something that is fading out.

Charity is a great thing but it is best if it is spontaneous and its not just money coming out of your pocket, go help in a food pantry or soup kitchen spend time with the people you are donating too. Thats what they need the most.

Charity is 'selfless love' that is informed rather by the will, than the emotion of a person. It makes sense to give when well-informed about a cause. Through our will to change a situation, we do.

Keep it local. Let's just say to start that they are all honest. Why do you feed starving kids in some corner of the world and skip the ones in the shelter down the road? When you add the fact that some are NOT legit, you need to know that your efforts are doing any good.

Obligated to Give
Tzedakah literally means righteousness in Hebrew. In the bible, tzedakah is used to refer to justice, kindness, ethical behavior and the like. In post-biblical Hebrew, tzedakah refers to charity, giving to those in need.
The words justice and charity have different meanings in English. How is it that in Hebrew, one word, tzedakah, has been translated to mean both justice and charity?
This translation is consistent with Jewish thought as Judaism considers charity to be an act of justice.

I think that its good for us to help one another. If you can take care of your own, and maybe do something to help someone else or a cause that you believe in (like animal rescue, for instance) not only will you be doing a positive thing, you'll feel good about yourself as well.

it sucks. i would only believe in charity if you are the one giving money to the families in need, not to an organization that "claims"
to do it. i mean maybe red cross you can trust, but others? i dont know.

It depends, there are many good home charities that depend on donations to survive, any one of them we may depend on one day.
