Depends what you want to buy? Clothing has more to do with the time of year. Leather is probably Italy. Lots of things are very cheep in Eastern Europe.

Poland or any of the other European countries that recently joined the EU would be a good start. It depends on how far you want to travel for budget shopping… otherwise you end up asking for budget travel as well…

My money went far for me in Switzerland. And yes, STAY AWAY from London. Dining in Italy can get kinda pricey too.
