Its a measurement of viscosity, its how long a certian volume of oil takes to fall through a fixed apeture. Not sure of the specifics

Anyway, 28 sec oil is the one used in the UK for fuel oil for houses. It can be used in cars but is illegal ( and you would need to add in some lubricating oil to make it safe for diesel engines,.

This is the viscosity. You take a funnel with specified dimensions and pour a quantity of the liquid through the funnel and the viscosity is measured by the time it takes the fluid to run through the aperture. The higher the number, the more viscous the liquid.

erm, is it because it burns for 28 seconds, sorry but that is all i can think off.
but it would be nice to know the answer if my one is wrong.
