family planning is all about deciding when and how many kids we need and making love accordingly.
even other wise making love is usual and the frequency varies between couples due to various reasons.
ensuring that the women does not conceive when a kid is not required by making love using contraceptives.
family planning is also important because for the kids you parent u have to give a food,shelter, clothing and education,so it is wise u have a limit on the number of children u want.

However, in some cases, like Singapore, the planning might go too far and there is little " young seeds " in the country. The government would then encourage the opposite - many children in each family.

In most cases the term actually refers to the preventative measures used to avoid having more children (contraception).
Family planning is important if you don't wish to have any 'accidental' pregnancis, or if you do wish to have children you can choose when to, not just leave it to fate.
