It's possible you do have genital warts.
Genital warts are caused the HPV (Human Papilloma Virus). HPV is mainly spread by some sort of sexual contact. Vaginal, oral, and anal sex can all spread HPV. Also, direct skin to skin contact with someone who has HPV can cause you to get it. "Dry humping" or rubbing genital areas together with someone who has HPV can cause you to contract the virus. Condoms are not 100% effective, and some STDs can be spread by skin to skin contact, HPV is one of them. The condom covers the penis, but it doesn't cover the whole genital area. So if you were to have sex with a girl, even with a condom, you could still contract HPV from her just by the rubbing of the genital areas.
Better have it checked out by a doctor. They'll be able to tell you what it is and what kind of treatment you'll need to have them removed. Good luck!

My advice, Do not rely on what people in this forum are saying. GO SEE YOUR DOCTOR.
"23GoGirl" answer is INCORRECT. HPV/Genital Warts is a virus. However, you acquire this virus from contact with another person. YOU MUST HAVE CONTACT WITH ANOTHER PERSON TO GET IT. Her answer that it is viral and you can get it without contact with another person is incredibly FALSE.
"maryannmatt1" answer is INCORRECT. She gives you the indication that not all gential warts are contagious. Again, this is WRONG. The virus spreads through physical contact and the virus resides in the infected tissue. If a wart is evident, then it most certianly is contagious since it holds the virus in its tissue. Having sex with someone who is having an outbreak and shows visible signs of warts does not mean there is any guarantee it will be spread to another person during sexual contact, however the chances that it will be spread are incredibly HIGH. The virus can also be spread when no visible signs of warts are present. Not all strains of HPV cause warts.
ADVICE: SEE YOUR PHYSCIAN ASAP
"marryannmatt1" did gove some good advice, if you are diagnosed with HPV, inform all your sexual partners that you have been infected. Whatever your sexuality, men can have complications from HPV, but women are at a much higher risk of developing complications leading to more severe medical conditions.

Most likely they are sebaceous prominence. Many men have these small raised bumps on their penis - the sebaceous glands are just more visible on some men than on others. While not all men have sebaceous prominence, this is certainly normal. Since it is not an infection, there is no treatment and they should be left alone (don't try to squeeze them, etc.).
The best advice is to make an appointment with a health care provider. A health care provider will be able to confirm that the spots are in fact sebaceous prominence.

It could be genital warts (some of them are contagious) so you should not have sex with anyone until you seek medical attention and have them checked out- Also- if they are contagious, you should inform anyone you might have had sexual contact with.
