What kind of Reception?

If it is a wedding then probably it would be expected

Any other reception you could offer cheese and wine, finger foods, fancy hors d'oeuvres etc

You don't HAVE to provide a meal but you then MUST provide a diverse assortment of hot and cold PASSED hors d'ouvres for a good portion of your reception. Understand that this is an event for celebration and people will be drinking. Continuous passed food will encourage those who have had too much wine to eat, as well as encourage those who are hungry to stay. This way you have avoided a situation where the hungry have left and the intoxicated have embarassed you on your big day.

Does a ceremony proceed the reception? If yes I think the likelihood of people being hungry is good and you're likely to lose guests soon after 7.

Either way no "meal" is needed but I'd go heavier with whatever you end up serving so it ends up filling people up. Add a few more appetizers and make sure some of it is heavier and maybe warm/hot.

A little more info would help.
It greatly depends. Is this a wedding? An art showing? What????
YOU have the options! Your invites should clearly say; MEAL provided, Buffett, Hors douvres, "Snacks"; It's up to you!

maybe not a meal, but i would definitely provide something.
maybe a platter of assorted sliced meats and cheeses and another platter or two of assorted rolls....some with poppy seeds some with sesame...platter up some condiments like olives, mustard, mayo, mustard...and the veggies...and your guests can put together little sandwiches....if you want you can have some potato salad or macaroni salad..you can always gourmet it up a bit....there are all kinds of fabulous recipes for potato salad...

i do not know what kind of reception you are thinking about.....
you might have chips and dip, snack tray available...if a wedding reception, a dinner might be nice but not necessary.....
