Would you be mad if your girlfriend, that you havent seen in a year, asks you to get an HIV test, before they have sex again?

Everyone who is sexually active and moving from 1 partner to another should have STD tests. I usually try to get a battery of STD tests at least once per year. If you're getting into a relationship and have been living promiscuously, it's always good to be able to say you've tested clean recently.
So yes, it's reasonable to require a clean bill of health before having sex with someone. However, why stop at HIV? As long as he's being tested for that, might as well get tested for others too. And keep using condoms no matter what the test results.

Why you should limit to HIV test alone. You should ask for STD tests inclusive of Herpes simplex virus and Human papilloma virus for which there are no cure.

No, as long as she also takes it. Maybe it's weird, but I think that it's should be a pretty good thing to do before engaging in long term relationship, or just plain sex.
