Im a pre-school teacher actually (up waaaay past my bedtime). At the school I work at, it is preferred that parents do not bring treats that have refined sugar or nuts in them. Fruit is always a great treat the children love to have. Oranges and strawberries are favorites. Last year a some favorites that a few of the parents brought in for a birthday celebration were frozen green and red (seedless) grapes. And also a father baked blueberry muffins (as opposed to bringing in cupcakes) for a birthday celebration.

I'm having the same problem myself. Our school enforcing the healthy choices snack program, and my son's birthday is on Friday. I think I am going to make either muffins, using applesauce instead of oil, or making a snack mix using no-sugar cereal and peanut butter (kind of like puppy chow, without the chocolate). Good luck!
