Of course it is. Everyone has natural sexual urges, and masturbation is by far the safest way to satisfy these urges. Sure, we can tell teens to abstain, and to use condoms if they don't, but masturbation is much less risky than condoms or birth control. Also, I think it would be better for teens that aren't going to abstain to masturbate rather than have sex at an early age, with someone they don't love, and end up regretting it later.
In fact, I think teens should be taught that masturbation is an alternative to abstinence. Not that we should teach them 'how', just that is a safer option than sex.
